While negotiating a "just transition" deal, the Spanish government has scrapped the so-called "solar tax" - which households with solar panels would have to pay extra to stay connected to the grid. This move has greatly promoted the development of the solar energy industry.

Asturias has not benefited as much as the sunny regions of Spain. Summers in the area are cool and foggy is common.

But investors see great potential for developing green hydrogen locally.

"We have electricity, we have water, we are close to the sea and ports, we produce hydrogen for direct export, and we have renewable energy not far from here," Rodriguez said. "So we think hydrogen is a good way to go. way."
