The project is located in the Amur region in the eastern region of Russia and is jointly built by the Russian Hydropower Group and the Russian photovoltaic company Hevel Solar. The project covers an area of 474 square meters, has installed 10 rows of photovoltaic modules, has a total installed capacity of 52.5 kilowatts, and is equipped with an energy storage system of 115.2 kilowatt hours. It is reported that the project will mainly supply power to the nearby Nizhne-Bureyskaya hydropower station, which can meet the electricity demand for the daily operation of the hydropower station.

As a provider of modules and technologies, the relevant person in charge of Hevel Solar said: “Combined with the optional terrain of the project, the reservoir water area of the hydropower station is the most suitable, so the floating photovoltaic technology route was chosen. The project is located on the water and the installation environment and terrain It's not complicated, the components are set at the same angle, and they are all installed at an inclination angle of 15 degrees."

According to the above-mentioned person in charge, the main power generation device of a photovoltaic power station is a component, which is simple to install and disassemble, and has strong mobility. In order to smoothly fix the components on the water, the project company chose a connection device similar to a floating bridge during operation. "Compared with ordinary photovoltaic power plants, the construction period of floating photovoltaic power plants is shorter. If there are changes in the waters of the Nizhne-Bureyskaya hydropower station in the future, the photovoltaic power station needs to be relocated, and the project company can also realize rapid dismantling and rebuilding."

In recent years, Russia has actively promoted the development of the renewable energy industry and has successively introduced supportive policies such as the renewable energy development plan and the "Law No. 449". Promoted by this, Russian official data show that the installed capacity of photovoltaic power generation in Russia has grown rapidly. As of the end of 2019, the cumulative installed capacity of photovoltaic power generation in the country has reached 1.2 GW. According to a report by RIA Novosti, in order to promote the development of the photovoltaic industry, Russia has planned to extend renewable energy power subsidies to 2035, and additional investment of nearly 8.424 billion yuan.
